Lincoln C. Chen, President

Lincoln C. Chen is President of the China Medical Board. Started in 1914, the Board was endowed by John D. Rockefeller as an independent American foundation to advance health in China and Asia by strengthening medical education, research, and policies.

Dr. Chen was the founding director of the Harvard Global Equity Initiative (2001-2006), and in an earlier decade, the Taro Takemi Professor of International Health and Director of the University-wide Harvard Center for Population and Development Studies (1987-1996). In 1997-2001, Dr. Chen served as Executive Vice-President of the Rockefeller Foundation, and in 1973-1987, he represented the Ford Foundation in India and Bangladesh.

In 2008, Dr. Chen assumed the Chair of the Board of BRAC USA, having completed two terms as Chair of the Board of CARE/USA in 2007. He serves as Co-Chair of the Advisory Committee to the FXB Center on Health and Human Rights at Harvard. Dr. Chen also serves on the Board of the Social Science Research Council, the Institute of Metrics and Evaluation (University of Washington), the Public Health Foundation of India, and the UN Fund for International Partnership (counterpart to the UN Foundation). He was the Special Envoy of the WHO Director-General in Human Resources for Health (2004-2007), and the Founding Chair of the Global Health Workforce Alliance (2006-2008).

Dr. Chen is a member of the National Academy of Sciences’ Institute of Medicine, the American Academy of Arts and Sciences, the World Academy of Arts and Sciences, and the Council on Foreign Relations. He graduated from Princeton University (BA), Harvard Medical School (MD), and the Johns Hopkins School of Hygiene and Public Health (MPH).

Afshaan Alter, Administrative Assistant (Cambridge, USA)

Since joining CMB in September 2008, Afshaan has transitioned to the position of Administrative Assistant. Her responsibilities include management and maintenance of the President's travel and calendar and updating of the CMB web site. In addition, she assists the Grants and Office Administrator with grantee correspondence and preparation of grants-related materials and works with the Director of Administration on management of the administrative demands of the office. A graduate of Gordon College in Wenham, MA, Afshaan received her Bachelor’s Degree in English Language and Literature in 2008.

Shenieque Bennett, Administrative Assistant (Cambridge, USA)

Shenieque Bennett joined CMB in October 2009 as the Administrative Assistant of the Cambridge office. Her responsibilities include management and maintenance of the President's travel and calendar and updating of the CMB web site. In addition, she assists the Grants and Office Administrator with grantee correspondence and preparation of grants-related materials and works with the Director of Administration on management of the administrative demands of the office. Shenieque comes to CMB with over 10 years administrative experience in the health care, academia and computer software industries. Prior to joining CMB Shenieque was an Accounting Assistant at Harvard School of Public Health for the Sponsored Research Administrative department, assisting in proposal and grants management administration. She is currently in the process of completing her degree in Business Administration at Emmanuel College.

Heidi (Jing'ou) Huang, Project Coordinator (Beijing, China)

Heidi (Jing'ou) Huang, based in Beijing, joined the China Medical Board as its Beijing Office Manager / Project Coordinator in February 2009 after having served as the China Representative of The New York Academy of Sciences (NYAS) since 2007. Before joining NYAS , Heidi practiced as a Chinese Attorney in Woo Kwan Lee & Lo LLP, one of the leading law firms in Hong Kong. Heidi received her Master of Literature and Law (LLM) degree from Boston University Law School in 2001 and her Bachelor's Degree in International Economic Law from Zhongshan University in Guangzhou, China.

Tao Jin, Project Fellow (Beijing, China)

Tao Jin is Associate Professor of cardiothoracic surgery at Zhejiang University, where he was previously Chief Resident in Surgery. He recently received his M.P.H at Johns Hopkins School of Public Health with concentration on health leadership and management, and prior to that received his M.D. at Peking Union Medical College. He was Project Director for a 2004-2006 research study on a wireless monitoring system for heart and respiratory sounds based on Bluetooth technology and is currently Project Director studying “The Function and Mechanism of PIGF for Acute Myocardial Infarction in Rats” at Zhejiang University. In addition, he has played a key role in the design of two patented Bluetooth monitoring systems. Tao Jin works with Roman Xu and Shaojun Ma onprogram research, planning, design, development and implementation in the areas of health policy and systems sciences, medical education, and tobacco control.

Qian (Sissi) Li, Project Fellow (Beijing, China)

Qian (Sissi) Li is Medical Project Coordinator at the International Office of Sichuan University. She is currently a Ph.D. candidate in epidemiology and health statistics at the University’s West China School of Public Health, where she also received her M.D. with concentration in clinical medicine. Li Qian was formerly a resident at West China Hospital and has participated in several CMB-supported projects as well as serving as interpreter and coordinator for visiting overseas groups. Li Qian works with Roman Xu on program research, planning, design, development and implementation in the areas of health policy and systems sciences and medical education.

Shao-jun Ma, Project Director (Beijing, China)

Shaojun Ma joined the China Medical Board in April 2009. Based in Beijing, Dr. Ma is the project director of China Medical Tobacco Initiative and is responsible for project implementation and management. Dr. Ma has served as the Project Supervisor for the “Towards a Smoke-Free China” project, a colla-borative initiative funded by Bloomberg Philanthropies and involving the China Center for Disease Control and Prevention (CDC), Peking Union Medical College and the Johns Hopkins Bloomberg School of Public Health. During 1995-2002, Dr. Ma worked for Gansu Provincial Center for Disease Prevention and Control, and acted as the deputy director of the Department of HIV/AIDS Prevention and Control from 2001-2002. Dr. Ma earned his doctoral degree in Epidemiology and Biostatistics at Peking Union Medical College in 2005, master's degree in Epidemiology at Erasmus University Rotterdam in 2001, and bachelor's degree in Public Health at West China University of Medical Sciences in 1995.

Sally Paquet, Director of Administration (Cambridge, USA)

Sally Paquet joined the China Medical Board in November 2008 as the Assistant to the President. In August 2009, she was promoted to Director of Administration. In this new role, Sally assumes the overall administrative management of CMB. Her tasks are varied, with her working in close collaboration with the President and all of the Cambridge and Beijing staff on office policies and procedures, Human Resources issues, financial & annual account audit oversight, Board meetings and Trustee records. Sally serves as the Assistant Secretary to the Board of Trustees. Sally has strong international professional experience, having worked in France and the United Kingdom over the past 13 years in different industries: academia at INSEAD, AOG Advisory Services Ltd, a corporate head office for a Swiss Energy company and HR Access UK, a start-up company owned by Fidelity Investments. Sally studied at Western Illinois University and at the American University in Paris, France. She completed various French language certificates from the La Sorbonne.

Sharon Shen, Accounting Manager (Cambridge, USA)

Since joining the CMB in March 2008, Sharon has assumed responsibility for financial management, including the general ledger, A/P and payroll processing, and preparation of tax statements and financial reports. She also works with an advisory firm in compilation of the annual budget and coordinates with the Grants Administrator on grant payments management. Sharon received her bachelor's degree in Accounting from Shandong University and achieved her certified accounting credentials (CICPA) in China. Sharon arrived in the USA in 2006 to pursue graduate studies at Bentley College where she received a master's degree in Accountancy. Before joining the CMB, Sharon had more than eight years of experience working in non-profit organizations, especially in the health care industry.

Helen Wang, Grants and Office Administrator (Cambridge, USA)

As Grants Administrator, Helen is responsible for tracking program and grants development, managing all solicited project proposals, vetting and preparing them for consideration by the CMB Trustees, and the monitoring and evaluation of all CMB program activities. Helen joined the CMB in 2008 after working three years as Account Manager of Health Management Systems in Boston. She was also for one year Portfolio Accountant at State Street Corporation. In 2003, Helen received a Bachelor of Science in Business Management from Babson College with a concentration in international business and economics. She also earlier received certification for advanced studies at Universitaire Faculteiten Sint Ignatius Anterpen in Belgium.

Roman (Dong) Xu, Director of Beijing Office (Beijing, China)

Roman (Dong) Xu, based in Beijing, joined the China Medical Board as its Director of New Initiatives in July 2008 after having served as the Asia Pacific Regional Director of Harvard Medical International (HMI), a self-supporting not-for-profit subsidiary of Harvard University since 2005. Before joining HMI, Mr. Xu was a Senior Health Policy Analyst at the Minneapolis headquarters of Medtronic, Inc., a leading medical technology company in US.  During 1996–2002, he was the Assistant Director for International Collaborations at the Chinese Medical Association. Roman Xu obtained his Master in Public Policy degree in 2004 from Harvard University with a concentration in health policy.  He received an award for the best Policy Analysis Exercise upon graduation for his paper entitled A Political Economy Analysis of the Group Purchase of Drugs by Competitive Bidding in China.   Mr. Xu received his undergraduate education at West China University of Medical Sciences from 1991–1996 in Chengdu, China.

Linda (Na) Zhou, Staff Assistant (Beijing, China)

Linda Zhou joined CMB as Staff Assistant of the Beijing Office in February 2009. Her responsibilities include assisting with office management and maintenance, meeting and travel planning and coordination. Linda received her MA degree in simultaneous interpretation of English and Chinese from Beijing Foreign Studies University, and completed her undergraduate study at Peking University with a BA in Biomedical English and a BE in Economics. She is the translator of three books published by prestigious Chinese academic publishers, and the interpreter for many international conferences. She has worked as an assistant to the general managers of three companies, pioneering the development of their European and US markets. She has organized many academic and extra-curricular events as the chairperson of the Students Union.
